WCS Offers Carriers Help with CT HUT Permits

Connecticut legislature passed a bill effective January 2023 that imposes a new highway usage tax (HUT) on certain heavy, multi-unit motor vehicles on any highway (i.e., public road) in the state. The HUT is calculated based on a vehicle’s weight and the number of miles driven in the state. The bill establishes per-mile tax rates that increase based on vehicle gross weight, ranging from $0.025 per mile for vehicles weighing 26,000-28,000 lbs to $0.175 cents per mile for vehicles weighing more than 80,000 lbs. WHO IS REQUIRED TO APPLY FOR A HUT PERMIT?: The bill requires each carrier that has a gross weight of twenty-six thousand pounds or more and carries a classification between Class 8 and Class 13, to apply to Department of Revenue Services (DRS) for a HUT permit. It prohibits carriers from operating, or causing to be operated, any eligible motor vehicle in the state without a HUT permit on or after 1 January 2023. DRS must grant and issue a permit to a carrier upon receiving its fully completed application. The permit is valid only for the carrier to which it is issued and the eligible motor vehicles the carrier operates or causes to be operated and not assignable. Carriers must file returns and remit the tax to the Department of Revenue Services (DRS) on a monthly basis. CLASS 8-13 CATEGORIES DESCRIBED BELOW

  • 13 vehicle classification - CT HUT PermitClass 8 vehicles are single-trailer trucks with four or fewer axles. This category includes all vehicles consisting of two units, one of which is a tractor or straight truck power unit.
  • Class 9 vehicles are those with five axles and two units, one of which is a tractor or straight truck power unit. 
  • Class 10 vehicles are those with six or more axles consisting of two units, one of which is a tractor or straight truck power unit. 
  • Class 11 vehicles are all vehicles with five or fewer axles and three or more units. One of the three units in class 11 vehicles is a tractor or straight truck power unit. 
  • Class 12 vehicles are all vehicles with six axles and consist of three more units. One of the units is a tractor or straight truck power unit. 
  • Class 13 vehicles are those with seven or more axles and three or more units. One of the units is a tractor or straight truck power unit.
