Unified Carrier Registration (UCR) fees are fees states collect from motor carriers, motor private carriers, freight forwarders, brokers and leasing companies based on the number of commercial motor vehicles (CMVs) in their fleets. Under the UCR program, a “Commercial Motor Vehicle” is any self-propelled or towed (like a trailer) vehicle used on highways engaged in interstate travel with a gross weight of 10,001 pounds or more, which applies to all oversize load vehicles and carriers.
